The public front door creates an obligation.
If an organization invites people to report a concern, it becomes responsible for who monitors the channel, how quickly it is reviewed, how emergencies are recognized, where information goes, who can access it, how false or mistaken submissions are handled, how support is offered, and whether follow-up actually occurs. GVRP has not activated specialized intake because those prerequisites are not yet satisfied.

Minimum necessary fields, access limits, retention, deletion, security, and incident response.
Fairness and correction
Processes for mistakes, malicious submissions, civil-rights risks, complaints, and record correction.
Continuous monitoring
Follow-up, quality review, unintended-harm measures, training refresh, and stop authority.
WHY GVRP HAS NO THREAT FORM
Disabling intake is an active safeguard.
Until qualified owners, privacy and safeguarding controls, routing, response capacity, retention, deletion, and legal review exist, a form could attract urgent or highly sensitive information without a safe operational path. Visitors must use 911, 988, and verified institutional or local professional channels instead.
Anonymous reporting can reduce fear of retaliation, but it can also limit follow-up and invite harmful false reports. That tradeoff belongs to accountable institutions with trained teams—not a general marketing website.
